The nineteen hijackers who carried out the September 11th attacks operated in complete obscurity, unknown to any U.S. intelligence or law enforcement agency prior to that day.[1]
Critics cite the Phoenix Memo, in which an FBI agent warned in July 2001 about Middle Eastern men training at U.S. flight schools. They reference the Minneapolis FBI’s repeated attempts to investigate Zacarias Moussaoui, who was learning to fly but not land commercial aircraft. They mention that the CIA had tracked two hijackers to San Diego but declined to inform the FBI. This reveals a fundamental misunderstanding of interagency communication protocols.[2]
Yes, fifteen of the nineteen hijackers had their visa applications handled by the same CIA-connected consular official in Jeddah. Yes, several hijackers lived with an FBI informant in San Diego. Yes, Mohamed Atta’s name appeared in multiple intelligence databases before the attacks. But information only becomes relevant in hindsight.[3]
The FBI’s decision to prevent field agents from investigating suspicious flight school enrollments wasn’t obstruction—it was prioritization.[4] When headquarters blocked a warrant for Moussaoui’s laptop, which contained details of the plot, they were simply protecting civil liberties. The fact that this laptop was opened immediately after 9/11 and found to contain exactly what field agents suspected demonstrates efficient post-incident investigation.[5]
The evidence supports the conclusion: the FBI didn’t know the hijackers, and preventing field agents from investigating them proved their commitment to due process.[6]
